(a) that the provisions of this section shall not apply to any registered trade union or class of registered trade unions specified in the order, or

(1) Any two or more registered trade unions which Amalgama- are within the same trade or industry may become amal- gamated together as one trade union with or without dis- solution or division of the funds of such trade unions or either or any of them: Provided that the votes of at least one-half of the members of each or every such trade union entitled to vote are recorded, and that at least sixty per cent of the votes recorded are in favour of the proposal: Provided further that the consent of the Governor in Council must first be obtained to any amalgamation in which one or more of the trade unions proposing to amal- gamate is affiliated or connected with a trade union or other organization under subsection (1) of section 14.
